PAUA Board Meeting Minutes

October 17, 2017

The meeting was called to order at 4:03 PM by PAUA President Ted Wickstrom. The minutes from the previous meeting were approved as they appear on the website. Daryl Austermiller provided the Treasurer report. Current bank balance is $4,134.92 and we have a new life member, Bob Allen. Brian Roggow was not available for the ERAU Report as he is still dealing with a serious back issue. He is expected to have corrective surgery next week. Geoff Kusel provided the Tower Report. Geoff shared notes from an FAA ATC bulletin dealing with “wrong surface landing errors”. A recent study showed that 38% of these errors were based on what the pilot expected rather than what they were issued. An additional 34% were based on the pilots’ mis-identification of the correct runway. Geoff pointed out that this was not a rare occurrence for pilots landing on runway 3L with the landing thresholds so far apart. He also listed a number of other factors contributing to these errors. As a result, pilots can expect to hear some new phraseology from controllers, especially with any kind of nonstandard arrival. Specifically, controllers will be emphasizing your runway assignment in a number of different situations. These clarification calls are not the controller suggesting that you are a little slow. They are required to make these calls by new handbook procedures. They are intended to prevent any confusion and to keep you legal and safe. Geoff also covered a little about the upcoming ERAU Collegiate Comptition starting on November 13th involving 7 colleges. All of the visiting colleges will be parking their aircraft on the North Ramp. During periods of flying compitition Runway 21R-3L will be unavailable for other aircraft. As a heads up, Geoff pointed out that currently 3 new controllers were going through on the job training on the local control position. Jessie Baker provided the Airport Report. She provided details on the recent Airport Open House and Air Show and thanked all of those who had volunteered. She introduced Mr. Douglas Sander of Delta Airport Incorporated to brief us on updates to the Airport Master plan. The plan is a vision of the airport 5 years, 10 years and 20 years into the future. The plan is laid out in three phases. Phase one, Collection of all available data and history, Phase 2 laying out a strategy and Phase 3 implementing the plan. We are currently nearing the finish of Phase 2 and hope to soon start on Phase 3. For details on the plan or questions, there will be an updated and detailed briefing on the ERAU campus at the Hangar (formerly known as the Student Union Building) on November 1st at 5 PM. You may also visit the Prescott Master Plan website at . Several questions came up about FAA’s Airport noise standards being included in the master plan. We were assured that they will be included. That fueled several more questions regarding the Deep Well Ranch development. PAUA members expressed concern for safety of future residents in that area based on a history of aircraft accidents in that location. They also expressed concerns that massive noise complaints would bring restrictions to the airport that would impact its future. It appeared that these issues were outside of Delta Airport’s assigned task as the response was largely silent. Daryl Austermiller introduced Johnny Young, a CFI running a new Airport operation from TacAero. They specialized in vintage aircraft training. Mr. John Clegg, new Director of Maintenance for Legend Aviation took a few minutes to introduce himself. With Jay now retired, it’s nice to have someone like John available with his very extensive background. He took the time to invite everyone to Legend Aviation on October 19th at 5 PM for a special trade show and demonstration being put on by Garmin. Under new business Ted selected a nominating team for the November elections of PAUA Board members. That task was assigned to Currie Lee and Bill DeRouchey. Voting will take place at the November meeting by all members present. The meeting was adjourned at 5:21 PM. The next PAUA Board meeting will be November 21st at 4:00 PM
